This is a page with only one level of navigation, placed at the top.
The bulletmenu tag could easily be used. But here we have used the EllNav module to only show the top level. The code inserted in the template is {cms_module module='menumanager' template="ellnav-accessible.tpl" number_of_levels='1'}
If you want more levels (but still top level at the top of the page) you could either use or split menus with the module, to put the sub-levels on another part of the page.
